Despite the initial presumptions that annual financial inflows from the common EU budget should bring a positive and constructive effect on the national innovation performance, the currently available findings show that the results significantly diverge across the member states with highly uneven and incoherent progress. Therefore, complex and reliable tools must be adopted to evaluate the macro-level EU investment efficiency so that we could investigate the reasons which distort the innovation performance in separate member states.
The objective of the project is to develop a computational intelligence-based methodology for the assessment of the efficiency of EU investment on Member States’ innovation performance. Firstly, the parallel between the EU investment efficiency and the level of member states‘ innovation performance will be analysed and specified. Secondly, current investment efficiency assessment methodologies and computational intelligence methods will be assessed. Thirdly, a representative dataset for the study will be collected and experiments that would combine methods of econometric modeling and computational intelligence will be performed. Fourthly, a complex computational intelligence-based methodology will be developed, its’ reliability will be checked and recommendations for the scientists and EU policymakers will be provided.
The gathered results may be used to ensure that the European Union is solving the problem of convergence in the context of innovation performance and revealing the reasons why not all Member States are effectively using the financial inflows from the common EU budget. Moreover, the research findings of the real ex-post efficiency of EU investment may serve in the designing process of the future innovation policies, which would bring the maximum benefit for the society and economy.
